The Schools and Libraries Universal
Service Program was established as part of the Telecommunications
Act of 1996 with the express purpose of providing affordable
access to telecommunications services for all eligible schools
and libraries, particularly those in rural and inner-city areas.
The Program will provide discounts of 20% to 90% on telecommunications
services, Internet access and internal connections.

The level of discounts schools
and libraries are eligible to receive depends on economic need
and location, rural or urban; once approved, they apply their
discounts to telecommunications services, Internet access and
internal connections, then pay the difference out of their own
budgets.
